International ­comparison of health services and health systems

Summary

The article offers a synthesis of methodology in international comparison of public health systems, calls attention to the problems as well as the opportunities for development in this area which might be relevant in our domestic conditions. The article is based on review of relevant articles published in impacted journals and respected international databases in the area of international comparisons. An international comparison is a vastly used tool for the formational and analysis of public health policy, which consists in the presumption that international experiences can be transferred from one country to another. The international evidence indicates that the method of international comparison is a widely used and useful, but also a relatively controversial tool in the creation of health policy. The comparison undergoes on the supranational and national level, as well as on the regional and local one, respectively. The availability of robust statistical data and a wrong understanding of the context on individual health systems is the lasting problem of such comparisons. In some cases the systems are not comparable from methodological and/or the data base points of view.
